GS-II Building – Page 10

UPSC Mains GS-II
Model Answers, Value Addition & Final Revision Toolkit

This is used in Gsii formation for uppsc

🔹 WHY THIS PAGE IS CRITICAL

GS-II rewards candidates who can structure answers well, balance arguments, and anchor responses in constitutional values.

This page shows how to write, not just what to write.

📝 MODEL ANSWER – 1 (POLITY)

Q. “Constitutional morality is essential for the effective functioning of a democracy.” Discuss. (150 words)

Answer:

Constitutional morality refers to adherence to the values and principles enshrined in the Constitution, beyond mere literal interpretation of its provisions. In a diverse democracy like India, it ensures respect for rule of law, institutional integrity, and minority rights.

Institutions such as Parliament, Executive and Judiciary must act within constitutional limits and uphold democratic norms. Judicial pronouncements have emphasised constitutional morality to prevent majoritarianism and protect individual freedoms.

In the absence of constitutional morality, democratic institutions may function formally but fail substantively. Thus, constitutional morality acts as the ethical compass of Indian democracy.

📝 MODEL ANSWER – 2 (GOVERNANCE)

Q. Examine the role of transparency and accountability in improving governance outcomes. (250 words)

Answer:

Transparency and accountability are foundational to democratic governance. Transparency ensures openness in decision-making, while accountability ensures answerability of public officials.

Instruments such as the Right to Information Act, social audits, and digital governance platforms have strengthened transparency in India. Accountability mechanisms including parliamentary oversight, judicial review, and audit institutions ensure corrective action against misuse of power.

However, challenges such as procedural delays, information overload, and weak enforcement persist. Strengthening institutional capacity, leveraging technology, and fostering ethical leadership can enhance governance outcomes.

Thus, transparency and accountability together build public trust and improve service delivery.

📝 MODEL ANSWER – 3 (INTERNATIONAL RELATIONS)

Q. “Strategic autonomy remains relevant in India’s foreign policy despite changing global power structures.” Analyse. (150 words)

Answer:

Strategic autonomy enables India to pursue its national interests independently, without aligning rigidly with any power bloc. In a multipolar world marked by geopolitical competition, this flexibility remains crucial.

India’s engagement with multiple partners, participation in multilateral forums, and issue-based cooperation reflect a pragmatic adaptation of non-alignment. Strategic autonomy allows India to balance security, economic development, and global responsibility.

Thus, rather than being outdated, strategic autonomy has evolved to suit contemporary international realities.
