UPSC Mains | Model Answers
GS-II & GS-III (250 / 150 Words)

📝 GS-II – MODEL ANSWER 1

Q. “Good governance is the foundation of public trust in a democratic polity.” Examine in the context of contemporary India. (250 words)

Answer:

Good governance refers to transparent, accountable, responsive and inclusive administration that ensures effective delivery of public services and upholds constitutional values. In a democracy like India, governance quality directly influences citizens’ trust in institutions.

In recent years, governance reforms such as digital service delivery, direct benefit transfers, and outcome-based monitoring have improved efficiency and reduced leakages. These measures enhance transparency and strengthen citizen confidence in the state.

However, challenges persist. Delays in justice delivery, administrative corruption, policy implementation gaps, and weak accountability mechanisms continue to erode public trust. Moreover, excessive centralisation and limited stakeholder consultation can reduce democratic responsiveness.

Good governance also has a strong ethical dimension. Integrity of public officials, impartial decision-making, and empathy towards vulnerable sections are essential for sustaining legitimacy of authority. Legal compliance alone is insufficient without ethical commitment to public welfare.

Therefore, good governance requires institutional reforms, ethical leadership, citizen participation, and effective grievance redressal. Strengthening these pillars is essential to reinforce public trust and deepen democratic governance in India.

📝 GS-II – MODEL ANSWER 2

Q. Discuss the role of independent constitutional bodies in maintaining democratic accountability in India. (150 words)

Answer:

Independent constitutional bodies such as the Election Commission, Comptroller and Auditor General, and UPSC act as institutional safeguards of democracy. They ensure free and fair elections, financial accountability, and merit-based recruitment respectively.

Their independence from executive control enables objective functioning and prevents abuse of power. Through audits, oversight, and regulatory roles, these bodies enhance transparency and uphold constitutional checks and balances.

However, concerns related to appointments, autonomy, and political pressures have raised questions about institutional credibility. Strengthening legal safeguards, transparent selection processes, and functional autonomy is essential to preserve their effectiveness.

Thus, independent constitutional bodies are critical for democratic accountability, provided their autonomy and integrity are protected.

📝 GS-III – MODEL ANSWER 3

Q. “India’s economic growth is increasingly driven by domestic factors rather than external demand.” Analyse. (250 words)

Answer:

India’s recent economic performance highlights a shift towards domestic demand-led growth. Factors such as rising consumption, public capital expenditure, and digital infrastructure have strengthened internal growth drivers amid global economic uncertainty.

Large public investment in infrastructure has created productive assets, generated employment, and crowd-in private investment. Expansion of digital public infrastructure has improved efficiency and financial inclusion, supporting consumption-led growth.

At the same time, reliance on domestic drivers has reduced vulnerability to external shocks such as global recessions and trade disruptions. However, challenges remain in the form of inflationary pressures, employment generation, and regional growth disparities.

Sustaining domestic-driven growth requires structural reforms in labour markets, skilling, MSME competitiveness, and agricultural productivity. External trade and investment continue to remain important complements rather than substitutes.

Thus, while domestic factors increasingly anchor India’s growth, balanced integration with the global economy is essential for long-term sustainability.

📝 GS-III – MODEL ANSWER 4

Q. Examine the role of climate-resilient agriculture in ensuring food security in India. (150 words)

Answer:

Climate change has increased risks of droughts, floods, and extreme weather events, threatening agricultural productivity and food security in India. Climate-resilient agriculture focuses on adaptive practices that enhance sustainability and farmer resilience.

Techniques such as drought-resistant crop varieties, efficient irrigation, soil conservation, and diversified farming systems reduce vulnerability to climatic shocks. These measures improve productivity stability and protect farm incomes.

Additionally, climate-resilient agriculture supports long-term ecological balance by conserving water and soil resources. Integrating technology, institutional support, and farmer awareness is essential to scale such practices.

Therefore, climate-resilient agriculture is central to ensuring food security, rural livelihoods, and sustainable development.
