“The Government of India Act, 1935 was both a milestone and a limitation in India’s constitutional journey.” Critically analyse.

Introduction
The Government of India Act, 1935 was the most comprehensive constitutional measure enacted by the British in India. While it introduced several administrative innovations, it also retained colonial control. Hence, it represented both progress and constraint in India’s constitutional evolution.
Body
As a milestone, the Act introduced provincial autonomy by abolishing dyarchy at the provincial level, allowing elected Indian ministers to exercise real administrative authority. It proposed an All-India Federation and introduced a three-fold distribution of powers, which later influenced the Indian Constitution. The establishment of the Federal Court further strengthened the constitutional framework.
However, the Act had serious limitations. The proposed federation never came into operation. The Centre remained weak, while Governors retained overriding powers. Real sovereignty continued to rest with the British, and communal electorates further deepened political divisions.
Thus, the Act expanded administrative participation without granting political freedom.
Conclusion
In conclusion, the Government of India Act, 1935 trained Indians in governance and laid the structural foundation of independent India, but its colonial bias prevented it from fulfilling nationalist aspirations.
