1. Meaning of Emotional Intelligence

Emotional Intelligence (EI) refers to the ability of an individual to recognise, understand, manage, and regulate one’s own emotions as well as the emotions of others.

It plays a crucial role in interpersonal relationships, decision-making, and leadership.


2. Components of Emotional Intelligence

According to Daniel Goleman, Emotional Intelligence consists of five key components:

  • Self-awareness – understanding one’s emotions
  • Self-regulation – controlling impulses and reactions
  • Motivation – inner drive to achieve goals
  • Empathy – understanding emotions of others
  • Social skills – managing relationships effectively

3. Emotional Intelligence vs Intelligence Quotient (IQ)

While IQ measures cognitive ability, EI focuses on emotional and social competence.

  • IQ helps in analytical thinking
  • EI helps in managing people and situations

In public administration, EI often plays a greater role than IQ in ensuring effective governance.


4. Importance of Emotional Intelligence in Civil Services

Civil servants interact with diverse stakeholders under stressful conditions. Emotional Intelligence helps them to:

  • Handle public grievances with empathy
  • Manage stress and pressure
  • Resolve conflicts peacefully
  • Build trust with citizens

5. Role of Emotional Intelligence in Ethical Decision-Making

Ethical dilemmas often involve conflicting interests and emotions. EI enables administrators to:

  • Balance compassion with rule of law
  • Take unbiased and humane decisions
  • Avoid impulsive or emotional errors

Thus, EI strengthens ethical governance.


6. Developing Emotional Intelligence

Emotional Intelligence can be developed through:

  • Self-reflection and mindfulness
  • Training and behavioural workshops
  • Feedback and mentoring
  • Experience in diverse field situations

7. Conclusion

Emotional Intelligence acts as a bridge between ethical values and effective action. For civil servants, high EI ensures humane, responsive, and people-centric administration.
