PYQ 1. “Ethics is the guiding force of public administration.” Explain.
Ethics refers to the moral principles that guide human conduct. In public administration, ethics ensures that power is exercised responsibly and in public interest.
Ethical administration promotes integrity, impartiality, accountability, and transparency. It prevents misuse of authority and strengthens public trust.
Thus, ethics acts as the guiding force that aligns administrative actions with constitutional values and democratic ideals.
PYQ 2. “Attitude plays a crucial role in shaping ethical behaviour.” Discuss.
Attitude reflects an individual’s predisposition to respond positively or negatively towards situations and people. It strongly influences ethical behaviour.
A positive attitude among civil servants enhances empathy, responsiveness, and fairness in service delivery. Conversely, a negative attitude may lead to apathy or misuse of power.
Therefore, developing ethical attitudes through training and leadership is essential for good governance.
PYQ 3. “Integrity is not just about honesty but consistency in action.” Examine.
Integrity implies alignment between thought, speech, and action. It goes beyond honesty and requires moral courage even under pressure.
For civil servants, integrity ensures impartial decision-making, resistance to corruption, and adherence to rule of law.
Hence, integrity is the foundation of ethical and credible administration.
PYQ 4. “Probity in governance is essential for democratic legitimacy.” Analyse.
Probity refers to highest standards of ethical conduct in public office. It ensures transparency, accountability, and fairness.
Probity prevents arbitrariness and misuse of authority, thereby enhancing public confidence in democratic institutions.
Thus, probity is indispensable for sustaining democratic legitimacy and good governance.
PYQ 5. “Emotional Intelligence is as important as intellectual ability for civil servants.” Comment.
While intellectual ability helps in analysis and planning, emotional intelligence enables effective interaction with people.
Civil servants with high EI manage stress, resolve conflicts, and show empathy towards citizens. This improves decision-making and service delivery.
Therefore, emotional intelligence complements IQ and strengthens ethical administration.
