1. Meaning of Attitude

Attitude refers to a predisposition or tendency to respond positively or negatively towards a person, situation, object, or idea.

It reflects how individuals think, feel, and behave in different situations.


2. Components of Attitude

Attitude consists of three interrelated components:

  • Cognitive component – beliefs, ideas and knowledge
  • Affective component – feelings and emotions
  • Behavioural component – actions and responses

These components together determine human behaviour.


3. Formation of Attitude

Attitudes are shaped by multiple social and psychological factors.

  • Family and upbringing
  • Education and schooling
  • Social and cultural environment
  • Personal experiences
  • Media and peer influence

4. Attitude and Behaviour

Attitude strongly influences behaviour, but the relationship is not always direct. Situational factors, social pressure, and institutional constraints can modify behaviour.

However, a positive attitude generally promotes ethical and responsible conduct.


5. Role of Attitude in Public Service

For civil servants, attitude determines quality of governance and public interaction.

  • Positive attitude enhances service delivery
  • Empathy improves citizen satisfaction
  • Neutrality ensures fairness and justice
  • Commitment strengthens accountability

6. Attitude Change

Attitudes are not rigid. They can be changed through:

  • Education and awareness
  • Training and sensitisation
  • Leadership and role models
  • Institutional culture

Continuous learning helps civil servants develop ethical and people-centric attitudes.


7. Conclusion

Attitude acts as a bridge between values and behaviour. A positive and ethical attitude is essential for effective public service and good governance.
