1. Meaning of Values

Values are enduring beliefs that guide human behaviour and decision-making. They represent what is considered desirable, important, and morally right in personal and public life.

Values act as internal standards that influence choices even in the absence of external rules.


2. Sources of Values

Values are shaped through multiple social and institutional influences:

  • Family and upbringing
  • Education and teachers
  • Culture, traditions and religion
  • Social institutions and laws
  • Personal experiences and role models

3. Types of Values

  • Personal values – honesty, empathy, discipline
  • Social values – justice, equality, harmony
  • Professional values – integrity, impartiality, accountability
  • Democratic values – liberty, equality, fraternity
  • Constitutional values – rule of law, secularism, social justice

4. Values in Public Administration

Public administration is value-driven. Civil servants are expected to uphold constitutional and ethical values while exercising authority.

  • Integrity prevents corruption
  • Impartiality ensures fairness
  • Accountability builds public trust
  • Compassion improves service delivery

5. Conflict of Values

Civil servants often face situations where values conflict, such as:

  • Rule of law vs compassion
  • Loyalty to superiors vs public interest
  • Efficiency vs equity

Resolving value conflicts requires ethical reasoning, constitutional guidance, and balanced judgment.


6. Inculcation of Values in Civil Services

Values can be strengthened through:

  • Ethics training and orientation
  • Leadership by example
  • Institutional codes of conduct
  • Transparent and accountable systems

7. Conclusion

Values form the moral compass of public service. Strong value orientation ensures ethical governance, public trust, and effective administration in a democratic society.
