1. Meaning of Values
Values are enduring beliefs that guide human behaviour and decision-making. They represent what is considered desirable, important, and morally right in personal and public life.
Values act as internal standards that influence choices even in the absence of external rules.
2. Sources of Values
Values are shaped through multiple social and institutional influences:
- Family and upbringing
- Education and teachers
- Culture, traditions and religion
- Social institutions and laws
- Personal experiences and role models
3. Types of Values
- Personal values – honesty, empathy, discipline
- Social values – justice, equality, harmony
- Professional values – integrity, impartiality, accountability
- Democratic values – liberty, equality, fraternity
- Constitutional values – rule of law, secularism, social justice
4. Values in Public Administration
Public administration is value-driven. Civil servants are expected to uphold constitutional and ethical values while exercising authority.

- Impartiality ensures fairness

Civil servants often face situations where values conflict, such as:
