Local Governance & Decentralisation (Part 6)
🏘️ LOCAL SELF-GOVERNMENT – CONSTITUTIONAL VISION
Local self-government represents the third tier of Indian democracy. It embodies the principle of democratic decentralisation by bringing governance closer to the people.
The 73rd and 74th Constitutional Amendments gave constitutional status to rural and urban local bodies, recognising them as institutions of self-government.
🌾 PANCHAYATI RAJ INSTITUTIONS (Articles 243–243O)
UPSC Mains Question:
“The 73rd Constitutional Amendment marked a watershed
in democratic decentralisation in India.”
Discuss. (250 words)
Model Answer:
The 73rd Constitutional Amendment institutionalised Panchayati Raj by providing constitutional status, regular elections, reservation for women and marginalised sections, and a three-tier structure.
It aimed to empower grassroots democracy and enable participatory development. Devolution of powers through the Eleventh Schedule strengthened local planning and implementation.
However, inadequate fiscal autonomy, bureaucratic control, and uneven capacity have limited the effectiveness of Panchayats.
Strengthening financial devolution, capacity building, and accountability is essential to realise the true spirit of decentralisation.
🏙️ URBAN LOCAL BODIES (Articles 243P–243ZG)
UPSC Mains Question:
Critically examine the challenges faced by Urban Local Bodies
in India. (250 words)
Model Answer:
Urban Local Bodies (ULBs) are responsible for governance in rapidly expanding urban areas. The 74th Constitutional Amendment sought to empower them through constitutional recognition and functional devolution.
Despite this, ULBs face challenges such as inadequate finances, overlapping jurisdiction with state agencies, and limited administrative capacity. Rapid urbanisation has further strained service delivery.
Strengthening fiscal powers, professionalising administration, and ensuring metropolitan planning are essential for effective urban governance.
💰 FINANCIAL DECENTRALISATION
UPSC Mains Question:
Financial decentralisation is the weakest link
in India’s local governance system. Analyse. (150 words)
Model Answer:
Effective local governance depends on adequate financial resources. Although State Finance Commissions were created to strengthen fiscal decentralisation, their recommendations are often weakly implemented.
Local bodies rely heavily on grants and have limited revenue-raising capacity. This restricts autonomy and innovation.
Strengthening local taxation, timely fund transfers, and financial accountability are crucial for empowering local governments.
PARTICIPATION & ACCOUNTABILITY
UPSC Mains Question:
How does citizen participation strengthen local governance in India? (150 words)
Model Answer:
Citizen participation enhances transparency, responsiveness, and accountability in local governance. Institutions such as Gram Sabha enable direct participation in decision-making.
Social audits, participatory planning, and community monitoring strengthen democratic control at the grassroots.
An informed and engaged citizenry is essential for effective decentralisation.
LOCAL GOVERNANCE & CONSTITUTIONAL VALUES
Local self-government promotes constitutional values such as democracy, equality, and social justice. It provides a platform for leadership development and inclusive governance.
