Governance, Transparency & Accountability (Part 8)
🏛️ GOOD GOVERNANCE – CONSTITUTIONAL BASIS
Good governance is implicit in the constitutional framework of India. It is rooted in the values of accountability, transparency, rule of law, responsiveness, and participation.
The Preamble, Fundamental Rights, Directive Principles, and constitutional institutions together promote citizen-centric and accountable governance.
📜 TRANSPARENCY IN GOVERNANCE
UPSC Mains Question:
Transparency is the foundation of good governance.
Examine this statement in the context of Indian administration. (250 words)
Model Answer:
Transparency ensures openness in government functioning and enables citizens to access information regarding public decisions. It reduces arbitrariness and enhances trust between the State and citizens.
Constitutional values such as equality and freedom of expression support transparency in governance. Mechanisms like open data platforms, digital governance initiatives, and parliamentary oversight have improved transparency.
However, challenges such as bureaucratic resistance, misuse of secrecy provisions, and lack of awareness persist. Strengthening institutional culture and citizen participation is essential for meaningful transparency.
🧾 RIGHT TO INFORMATION (RTI)
Relevant Articles: Article 19(1)(a)
UPSC Mains Question:
“The Right to Information has transformed the relationship
between citizens and the State.” Discuss. (250 words)
Model Answer:
The Right to Information flows from the fundamental right to freedom of speech and expression. It empowers citizens to seek information and hold public authorities accountable.
RTI has exposed corruption, improved service delivery, and strengthened participatory democracy. It has also enhanced administrative efficiency by promoting record-keeping and transparency.
However, concerns such as misuse, delays in information disclosure, and threats to whistle-blowers remain. Balancing transparency with privacy and national security is crucial for sustaining the effectiveness of RTI.
⚖️ ACCOUNTABILITY MECHANISMS
UPSC Mains Question:
Discuss the role of accountability mechanisms
in ensuring ethical governance in India. (250 words)
Model Answer:
Accountability ensures that public officials are answerable for their actions and decisions. It is a cornerstone of democratic governance.
Institutional mechanisms such as Parliament, CAG, judiciary, and independent regulatory bodies provide checks on executive power. Social accountability tools including social audits and citizen charters further strengthen accountability.
Despite these mechanisms, issues such as weak enforcement, political interference, and administrative opacity persist. Strengthening accountability requires institutional autonomy and ethical leadership.
🧠 GOVERNANCE REFORMS & ETHICS
Governance reforms must be guided by ethical principles and constitutional morality. Transparency without accountability can lead to information overload without action.
Ethical governance integrates efficiency with fairness, and authority with responsibility.
